The Joint Administrative Committee (JAC) achieved a major milestone Tuesday night. We accepted the PSA Dewberry's Space Needs Assessment as substantially complete and authorized him to proceed with the next steps in the project.
The Space Needs Assessment was to include:
a summary of functional areas
summaries of collection sizes and seating
functional requirements by area
functional adjacency considerations
justification for size requirements by area
Some minor details remain to be completed, and the JAC itself has a few issues to resolve, but we feel that the report was complete enough to allow the consultant to continue.
The next steps are to develop:
Building Option Analysis
Project Cost Model
Operational Cost Model
Timeline
The Building Option Analysis will compare the "Expand and Rennovate" option with the "New Library" option on the basis of economics, functional considerations, and operational considerations.
The Project Cost Model will compare the construction (hard) costs and ancillary (soft) costs for the two options.
The Operational Cost Model will compare the anticipated operational costs for the two options in 2006 dollars.
The Timeline will present a project schedule for each option.
5/23/2006 JAC Meeting
The Joint Administrative Committee (JAC) received two consulting reports:
Structural Analysis Report from Teng & Associates
Phase I Environmental Site Assessment from K+ Environmental Services
The Structural Analysis Report basically indicated that the original Library (built in 1957) was not designed with sufficient strength to support modern library stack loads. The first addition (1966) and the second addition (1986) were designed with sufficient strength to support modern library stack loads.
Neither the original library nor either of the additions were designed with sufficient strength to support a third floor.
The Environmental Site Assessment revealed the presence of some asbestos materials in non-public areas which will have to be fully surveyed and remediated as part of our building program, whether we ultimately select either the "Expand and Rennovate" option or the "New Library" option.
The Assessment also revealed the presence of some limited areas of damaged lead containing painted surfaces in the southwestern corner of the original (1957) Library. The Library is proceeding with plans to immediately correct this.
5/18/2006 Board Meeting
The annual election of officers was held. Arlene Anthony was re-elected as President for a second one-year term. I was elected Vice President (Jerome McQuie, having already served two terms, was not eligible for re-election.) Jack Neymark was re-elected as Secretary for a second one-year term.
